EDITORIAL FREEDOM

The SPIR journal adopts the principle of editorial freedom, which means that Editors-in-Chief have full authority over the overall content of the articles selected for publication in the journal. Key aspects of this principle include:

  • Editors-in-Chief must have the authority to evaluate, select, schedule, and edit individual articles, either directly or by creating an environment that significantly influences editorial decisions.
  • Editorial decisions should be based on the scientific validity of the work and its importance to the journal’s readership, rather than on commercial considerations.
  • Editors-in-Chief are responsible for establishing an independent editorial advisory board to assist in developing and maintaining editorial policies.
  • Editors should seek input, as needed, from a wide range of advisers, including reviewers, editorial staff, members of the editorial board, and readers, to support editorial decisions and any potentially controversial expressions of opinion.
  • In legal issues, editors should promptly inform their legal adviser as well as the journal’s owner and/or publisher.
  • Editors must maintain the confidentiality of authors and peer reviewers (including names and reviewer comments) in accordance with SPIR
  • To ensure practical editorial freedom, editors should have direct access to the highest level of ownership rather than to a delegated manager or administrative officer.

CONFIDENTIALITY

Manuscripts submitted to journals are considered privileged communications and constitute the private and confidential property of the authors. Premature disclosure of any details of a manuscript may cause harm to the authors. Therefore, editors must not share any information about manuscripts—including receipt, status in the review process, content, reviewer comments, or final decisions—with anyone other than the authors and assigned reviewers. The SPIR journal adheres to the following confidentiality policies:

  • Editors and journal staff must keep all information regarding submitted manuscripts strictly confidential and share it only with individuals involved in the evaluation, review, and publication processes.
  • Editors may include a confidentiality notice in all correspondence, including reviewer forms, to remind authors, editors, and reviewers of the privileged nature of the information.
  • Journals should implement mechanisms for the secure storage, archiving, or destruction of both paper and electronic manuscript review files and related content. Retention schedules—such as how long to keep published manuscripts and associated correspondence, or rejected manuscripts and related communications—should be documented in writing and reviewed regularly.
  • Confidential information must not be used for the personal purposes of the editor, and editors should take appropriate measures to prevent misuse of such information by others. In cases of confidentiality breaches by participants in the peer-review process, editors should contact the involved parties and follow up until the matter is fully resolved.
  • Requests from third parties to use manuscripts or reviews in legal proceedings should be politely declined, and editors should make every effort to protect confidential material from being disclosed even if legally subpoenaed.
  • Editors must not publish or disclose peer reviewers’ comments without the explicit permission of both the reviewer and the author.
  • Confidentiality may only be breached in cases where dishonesty or fraud is suspected. In such instances, editors must notify the authors or reviewers of their intentions, while in all other cases, confidentiality must be fully maintained.
